Why M4A files need converting at all
M4A is a container, usually holding AAC audio. Apple uses it as the default for Voice Memos, GarageBand exports and iTunes purchases, so if you have an M4A it almost certainly came from an Apple device or app. The audio inside is perfectly good — the problem is purely one of acceptance.
Plenty of things still expect MP3: older car stereos, DAW import dialogs, podcast hosts, transcription services, university and government upload forms, and a lot of Windows software. Before converting voice memos or music
For iPhone Voice Memos, MP3 is usually the easiest format to send to a teacher, client, editor, transcription app, or support form. For music projects, keep the original M4A as your source and use the MP3 as a delivery copy. Re-encoding from one lossy format to another is useful for compatibility, but it is not a way to improve the recording.
If a browser cannot decode a particular M4A, it is usually because the file contains an uncommon codec or protection rather than normal AAC audio. In that case, try exporting an unprotected copy from the original app first.
